Watertown Public Marijuana Use Policy

Purpose- To provide clear guidelines for the use of marijuana in Watertown's parks and open spaces, ensuring public health, safety, and enjoyment of these areas for all residents and visitors.
Definitions-
- Marijuana: Includes all forms of cannabis, whether smoked, vaped, or consumed in any other manner.
- Parks and Open Spaces: All public parks, trails, recreational areas, and other designated open spaces within the jurisdiction of Watertown.
- Designated Smoking Areas: Specific areas within parks and open spaces where smoking (including marijuana) is permitted.
General Provisions-
- The use of marijuana in Watertown’s parks and open spaces will be regulated similarly to cigarette smoking.
- Marijuana use is prohibited within 50 feet of playgrounds, sports fields, picnic areas, and park entrances.
- Marijuana use is also prohibited in areas where children are likely to be present, such as schools and childcare facilities adjacent to parks.
Designated Areas-
- The City Council will identify and establish designated marijuana smoking areas within parks and open spaces.
- These areas will be clearly marked with appropriate signage.
- Designated areas will be located away from high-traffic zones and places frequented by families and children.
Enforcement-
- The policy will be enforced by park rangers, city officials, and law enforcement.
- Violators will be subject to fines and penalties as determined by city ordinances.
- Continuous violations may result in additional penalties, including bans from parks and open spaces.
- The city will launch a public education campaign to inform residents and visitors about the new policy.
- Information will be available on the city's website, through social media, and via signage in parks and open spaces.
Review and Evaluation-
- The policy will be reviewed annually to assess its effectiveness and to make any necessary adjustments.
- Public feedback will be solicited to ensure the policy meets the community's needs and expectations.
Exceptions-
- Medical marijuana use may be exempt from certain restrictions, provided users have a valid medical marijuana card and comply with other applicable regulations.
- Special events may be granted temporary exemptions upon application and approval by the City Council.
Implementation Steps-
1. Draft Ordinance: Develop a detailed ordinance based on the outlined policy.
2. Public Consultation: Hold public hearings to gather input and address concerns from
residents.
